1. setsebool -P ftpd_disable_trans 1
2. service vsftpd restart

1.web.xml:是否配置正确，可以在下载的Sturts包里，解压struts-2.3.15.2\apps\struts2-blank.jar\WEB-INF\web.xml ,参考是否正确，
