这个问题困扰了我两次，分别说一下原因：
1. 如网上一些网友所言，是在配置Spring的标签库的时候有拼写错误或者遗漏。下面贴一个标准3.0的吧：

2. 第二次也报这个错误，追究了一下原因，是Lib缺少某些包，在对标签解析的时候报错。这个在网上说的比较少，记录一下。供大家参考吧！
3.解决错误就是把版本号修改下，对应你使用的语法版本就不报错了
